In short: No. Hinge does not provide a public tool to enter an email address and find the account tied to it. Email is for login and account recovery, not for discovering other users.

Discover feed shaped by your preferences, distance and dealbreakers
Most Compatible and Standouts recommendations (algorithmic, not email lookup)
Pause profile to hide temporarily from new people
Block and report users you encounter in the app

None of these features accept a third party’s email as a search query.
